Research On Intelligent Community Construction Under The Vision Of Community Governance Modernization

Community is the basic unit of social governance,and also an important place for the party and government to serve the people.General Secretary Xi Jinping pointed out in the investigation of grass-roots communities in Fujian that "although the community is small,it is important to do a good job in community work with thousands of households." In the report of the 19 th National Congress of the CPC,it is pointed out that the important strategic task of promoting the modernization of the state governance system and governance capacity and innovating the social governance system marks that the Party's theoretical understanding and practical requirements for social governance are moving towards systematization.Therefore,to do a good job in community governance is related to people's well-being,social harmony and stability,has become an important standard to test the effectiveness of urban grass-roots community governance,but also an important way to explain the modernization of the national social governance system and governance capacity.However,in the process of rapid urbanization,the social structure is constantly divided,the interests of the demand is no longer single,contradictions and conflicts are becoming increasingly prominent,the existing community governance system and the city's social and economic development is gradually incompatible,seriously affecting the stability of the urban grassroots social order.With the continuous progress of society,the rapid development and in-depth application of the new generation of information technology,the construction of smart cities,smart communities seems to have become an irreversible trend of the times.In June 2017,the State Council of the Central Committee of the Communist Party of China(CPC)pointed out in the "Opinions on Strengthening and Perfecting the Governance of Urban and Rural Communities" that: to promote the construction of intelligent community information systems,actively develop smart community mobile clients,and achieve multi-platform interaction and multi-terminal synchronization of services,resources and information.We will comprehensively promote the legalization,scientization,refinement and organization of urban and rural community governance,and promote the modernization of the urban and rural community governance system and governance capacity.This paper chooses Tianjin Road Street in Jianxi District of Luoyang City as the object of investigation.The Street took the lead in launching the construction of "Smart City" in Luoyang City in 2016.Through comprehensive development and utilization of various kinds of information resources in society,advanced technologies such as wireless network,information intelligent terminal and Internet of Things are used to introduce a comprehensive information platform for public services.It covers the participation of government departments,enterprises and institutions,third-party service agencies and individuals,and promotes the intellectualization and wisdom of grass-roots government governance and social services,and gradually realizes the benign interaction between the "off-line" actual community and the "on-line" virtual community management.Jianxi District Tianjin Road Office to build a smart community of its advantages are mainly reflected in: first,by means of information technology to build a comprehensive public service information platform,reshape the government process,improve work efficiency and service quality.To further ensure the equalization of basic public services,improve the delivery of basic public services,and expand the content and field of community services,lay a good foundation for the establishment of a diversified and multi-level community service system;Second,to effectively integrate community resources,realize the interconnection and sharing of information,and promote and expand the sharing of government information The third is to introduce social enterprises and organizations to stimulate the market and social vitality,reduce the operational burden of community organizations,improve the working conditions of community organizations,and optimize.The community autonomy environment promotes the community service and management ability,and forms the resultant force of community governance.Therefore,taking the streets of Tianjin Road in Jianxi District of Luoyang City as the research object,taking the office of Tianjin Road in Jianxi District as the research object,this paper discusses the difference between the new service management mode of the intelligent community and the traditional community management,analyzes the value of the intelligent community in improving the modern social governance,and summarizes the operation of the intelligent community.Problems and contradictions in the process,in order to put forward a feasible program in the future promotion process,has a positive role.
