In recent years,there have been frequent incidents of disputes in raising animals.According to related events reported by major media,it can be found that most of these disputes occur in urban communities with dense population living and activities.At present,China has formulated relevant laws and regulations on animal husbandry in departmental laws,and major cities also have local laws and regulations with very clear and clear provisions.The existing laws and regulations have been relatively complete.The frequent occurrence of disputes over the raising of animals in urban communities is closely related to the substantial increase in the number of animals kept and the failure of the owners to fulfill a reasonable obligation of attention.At present,the governance of such disputes is mainly based on an administrative-led model.Few urban communities have autonomous management or formulated autonomous conventions,and the overall emphasis is on after-the-fact relief rather than on prior prevention.On the one hand,laws and regulations have not been strictly enforced in the administrative department,and have not been effectively implemented at the grassroots level,and they have not been consciously observed by residents.On the other hand,many daily trivial disputes,such as noise disturbance caused by raising animals,and environmental pollution caused by drowning,are difficult to be resolved by judicial means.In this case,a more effective dispute management path must be sought.Therefore,this article is based on the scope of urban communities,and discusses animal breeding disputes in urban communities from four parts,hoping to find a governance path in line with the actual conditions of domestic urban communities to reduce the occurrence of such disputes.The first part is an analysis of the typical types of disputes over animal breeding in urban communities,summarizing the characteristics of these types of disputes,existing problems,and the current social situation reflected;The second part discusses the currentdifficulties in the governance of this type of disputes from three levels: legal regulations,administrative management,and community autonomy;The third part is to select typical countries and regions outside the region and analyze their relevant regulations on animal husbandry and dispute management;The fourth part is based on the foregoing analysis,and proposes coping strategies for animal breeding disputes in urban communities.It is expected that the role of community autonomy will be brought into full play under the guidance of government departments.Through the "government guidance and community autonomy" model and sink some power to the grassroots,such disputes will be managed within the community The two-pronged approach to preventive measures and after-the-fact relief measures is to build a new pattern of community-raised animal management in the community.
