Modem governments have realized that training is an important way to improve the capability of civil servants, and an important tool to shape government core competitiveness. The role of civil servant training has become strategically significant. The effectiveness of civil servant training is critical to civil servant training. Improvement of the effectiveness of civil servant training will help realize the goal of training, ensure government achieve maximum benefits with the input of human, material and money, and improve capability of civil servant as far as possible.Dongying is the Shandong city with the highest per capita GDP. In recent years Dongying has taken great efforts to improve its civil servant trainings. Its civil servants' capability has been greatly improved, which promote the good and rapid development of Dongying's development. But there are still some problems. For example, some leaders don't realize the urgency of civil servant training; uneven distribution of training resources; insufficient training investment; and ineffective combination of training and practice etc.This paper gives some advises to improve the effectiveness of civil servant training: in general, it is necessary to adopt modern training concepts and increase the viability of civil servant training; establish and improve the acts and rules of civil servant training; conduct activities of building study oriental organization among civil servants; improve the training regime; in specific, it is necessary to scientifically analyze the requirements of civil servant training; update the training content; develop ability oriented training style; update training methods; enhance the buildup of teaching team for the training; strengthen training platform and widen training channels; actively promote the transition of the fruits of civil servant training. In addition, it is necessary to improve the assessment of the effectiveness of the training, and establish the comprehensive assessment system. Through these measures, the effectiveness of civil servant training is expected to improve greatly. |
