The Report of CPC 17th Congress stresses on "speeding up the reform of administrative management mechanism and build service-oriented government", "pushing forward electronic administration and strengthening social management and public service", and "reducing and standardizing administrative approval". To achieve this goal, we need to focus on not only the change of guiding logics, the innovation of management mechanism and readjustment of organizational structures, but also the breakthrough of management tools. When comparing with the administrative operation of developed countries and based on the demand for higher efficiency through staff shrinking, enhanced service capacity and promoted friendliness of administration, we should speed up electronic administration.As the development of reform and opening-up drive and the expansion of foreign exchanges, the traditional management mechanism of local government for official overseas visit could not meet the demand for rapid economic and social development and ever expansion of foreign exchanges. It should undergo quicker reform for standardization, information-based and convenience to upgrade the service quality for the people.This essay aims to apply the Process Reengineering theory and related theories to study the Process Reengineering of the management mechanism of local government for official overseas visit after analyze the present situation of that mechanism, to go further, design the electronic management plan for Chongqing official overseas visit considering its local features to simplify work flow, strengthen inside management and provide convenient, fast and high quality service to the public.
