In the era of knowledge economy, the continuous development of information technologymakes the role of knowledge management becoming more and more important. Knowledge, asan important resource, has gradually become the core competitiveness between the variousgovernment departments. At the same time, e-government, which is an important mean for thedevelopment and operation of government management system, should keep pace with thedevelopment of the society through the mean of e-government process reengineering, in orderto adapt to the management and development of the knowledge-based economy. To this end,applying the government knowledge management to the e-government process reengineeringwill maximize the tapping of knowledge resources, as well as ensuring the effectiveimplementation of e-government, and then to improve the efficiency of government services.Through the study of relevant literature, the paper studies the concept of governmentknowledge management, basic signs and its process starting from a systems perspective, aswell as the study of e-government. Try to give out the two modes and the value ofe-government process reengineering. Through the practice of research, the paper point out theproblems in the e-government process of Shenyang city, and further proposes the core value,basic principles and the concrete steps of the e-government process reengineering in thegovernment of Shenyang City. Combined with the knowledge of government knowledgemanagement, build the basic process design and analyze the process advantages. At last, statesout the path of government knowledge management based implementation in Shenyang City.
