Participation in politics is an important content and intrinsic demand o modern democracy as well as an important ield in the study o political system. As the undamental way o exerting their political rights or people, participation in politics is a criterion to evaluate the democratic development o a country. In China, the socialist democracy is the main content o socialist politics and civilization and the political advantage o socialist project. In the report o the Seventeenth National People's Congress, President Hu Jintao points out"As an important part o our universal reorm, the reorm o political system must be deepen with the development o economy and the people's enthusiasm o participating in politics."And he brings orward speciically that we should extend the people's participation orm all levels and ields, which is the urther development and insistence o the decision made in the Sixteenth National People's Congress.In our country, the vast majority are peasants. The principal part o people mainly reers to peasants. With the development o market economy, the peasants'consciousness o democracy, proit and law has been badly impacted. With the enhancement o these consciousnesses, their behavioral manners change largely. The peasants'participation in politics has become the indispensable impetus o our politics. However, according to our country's special situation and the peasants'inherent problems, there are many problems existing in the extent and manner o participation in politics, which seriously restrict the development o democracy. How to extend the participation in politics and to guarantee the order are the problems worth considering.
