Research On Policy Demand And Government Action In Firm-University Cooperation

To establish the government-sponsored firm-university cooperation of production, education and research enables the combination of enterprises'technical demands and academic institutions'research results. This not only improves nation's independent innovation ability and impels regional economical society to greater development, but also strengthens the firm-university tie theoretically and practically and benefits the both.Based on the basic theories and literature on the cooperation of production, education and research and using typical cases, this study analyzes the interest demand difference between firms and universities in the cooperation and points out that government should play a positive role in such cooperation. Then, through depth interview and questionnaire, I investigate the policy demand during the firm-university cooperation and thus propose government's role localization and policy design during the cooperation.The paper's main conclusions and innovation parts are as follows:1.Based on interest demand difference and through questionnaire, the study gives quantitative analysis on the policy demand of enterprises and universities during their cooperation of production, education and research, making the policy design more pointed and applicable.2.Enterprises hope to obtain high-quality research projects through improving information network platforms for production, education and research and setting up pre-evaluating and screening systems. They also expect policy supports in the aspects of project supporting, financing, venture and so on and wish to earn relationship capital in the cooperation of production, education and research through information and agency service.3.Universities'policy demands mainly include project supporting, pre-evaluation, the establishing of science parks and so on. They hope to secure R&D fundings, realize R&D teams'transition, earn relationship capital and so on through improving information network platforms, agency service systems and pre-evaluating and screening systems. Meanwhile, universities are looking forwarding to promoting their social recognitions by the policies for their science parks. 4 . When enterprises and universities conflict with each other during the cooperation, they tend to adjust by virtue of policies of improving information publishing mechanisms, pre-evaluating and screening mechanisms, agency service systems. The first two policies aim at advance prevention and the third one aims at after mediation. At the same time, research reveals that the building of universities'science parks can effectively avoid the conflicts between the two sides.
