Implementing the cadre evaluation and assessment work in accordance with requirements of scientific development concept is the inevitable requirement of evaluation and cadre assessment to carry out the scientific development concept.It is one of the fundamental approaches to ensure and develop the scientific development concept.Establishing a leading cadres evaluation and assessment system of the party and government departments to accord with scientific development concept,it will make the contents of the evaluation,assessment methods and the results of the analysis of issues be scientific,standardized and institutionalized.It guides leading cadres make clear the development of science,direction for development,development goals as well as clients and it plays incentive,bound and the guiding role.Therefore,establishing an evaluation and assessment system which enable identify the characteristics of the leading cadres,reflect the rule of evaluation and assessment work,and show the accordance with requirements of scientific development concept,it is the major subject of the current period,which is currently paid much attention,actively explored and researched by theory circle of party construction,academic circle,and the organization and personnel departments in practice.In 2006 the Organization Department issued a special document on topic "The Approaches in Accordance with Requirements of Scientific Development Concept of Leading Cadres Evaluation and Assessment System of Local Party and Government Departments" The leading cadres evaluation and assessment system of party and government departments is currently on researching stage.Only partial and scattered achievements are published.The systematic research achievement is blank.This dissertation adopts the empirical research method to investigate the evaluation and assessment leading cadres system of local party and government departments in city H based on analyzing and referencing the achievement of evaluation and assessment system in ancient and modern times in China and foreign Countries,gives a definition in accordance with requirements of scientific development concept on topic relating to the cadre evaluation and assessment.It also inducts and discusses the application of the evaluation and assessment theory.Through the research and investigation,it anatomizes the existing problems,phenomenon and reasons in the leading cadres evaluation and assessment work of party and government departments and proposes 4 countermeasures in constructing the leading cadres evaluation and assessment system of party and government departments:constructing the subject system of evaluation and assessment based on extending democracy,constructing the content system of evaluation and assessment focused on actual performance,constructing the comprehensive system of evaluation and assessment aims at proper weights,constructing the result implementing system of evaluation and assessment objective to rigidity and transparency.This dissertation proposed the process of establishing the leading cadres evaluation and assessment system of party and government departments in accordance with requirements of scientific development concept in city H systematically and comprehensively.Based on theoretical research,the author and the experts take the annual evaluation and assessment in district D,city H as pilot project in order to enhance the abilities of implementations and practices.It achieved a satisfy result.The practice proves that the system has a good operability in reality.
