Research On The Scientific Assessment Of Leading Cadres Of The Party And Government

The assessment for leading cadres of the Party and government is an important part of the cadres’ work and an important basic work to build highly qualified ruling cadres to adapt to the reform and opening up and the construction of modernization, which is related to the implementation of the principles and policies of the Party’s cadre lines, and the overall development of the Party and the people’s career. Although with the Party’s attention and push, the Party has gradually established a perfect cadre assessment system with Chinese characteristics, influenced by many factors and constraints, the current cadre assessment theory still lags behind the working practices of the cadres, the systematicness, comprehensiveness, relevance and depth of the assessment is still insufficient, and the scientificity needs to be further improved. Since the 18 th National Congress of the CPC, the CPC Central Committee with Xi Jinping as general secretary attaches great importance to strengthen the scientific assessment of leading cadres of the Party and government, puts forward a series of new ideas and directional requirements to strengthen all kinds of scientific assessment of the local Party’s leadership and leading cadres. It is of vital significance to strengthen the research on the scientific assessment of the leading cadres of the Party and government, as soon as possible to build a scientific assessment system and to carry out scientifically.This paper focuses on the subject of the scientificity of assessment for the leading cadres, adheres to the guide of Marxist Party building theory and theoretical system of Socialism with Chinese characteristics, especially adheres to the pointers of General Secretary Xi Jinping’s important remarks on the cadre work and systematically studies the assessment for the leading cadres of the Party and government from the history and current status, theory and practice, systematic construction and organized implementation. Through the study, influenced and constrained by China’s traditional culture, old administrative philosophy and difficulties of cadre assessment work, there are following problems in the current assessment for leading cadres: single and non-specialized main body, unscientific assessment quota and weight setting, imperfect evaluation methods and procedures, uselessness of evaluation results, lack of relevant systems and security system. On the basis of the comprehensive analysis of the theoretical basis, practical basis and enlightenment to improve the scientificity of assessment for leading cadres of the Party and government, put forward suggestions on the systematic construction and organized implementation of assessment: in terms of building the science system, building the assessment quota system for different types of leadership and leading cadres, such as the Party, the government, the NPC and CPPCC, judicial and procuratorial organs and mass organizations, improving the program system of routine assessment, extended assessment, daily assessment and other assessment methods; in terms of scientific organized implementation, establishing professional assessment organizations, strengthening the use of assessment results and strengthening the evaluation, rewards and punishments of the assessment.
