To build a service-oriented government is an unavoidable step in the construction of harmonious society in China. As the intellectual basis for the construction of service-oriented government, ethical enhancement of public administrators plays a positive role in the process of self-realization of each individual administrator, thus becoming a significant factor in building an honest, diligent, pragmatic and efficient government. However, based on my working experience in government administrative agencies in the past decade, I have deeply perceived that public administrators in China are generally in urgent need of establishing public service values so as to guide administrative practice. Meanwhile, ethical enhancement for public administrators is also necessary in that it integrates external supervision and internal consciousness, thereby contributing to the prevention of corruption and improvement of governance in governmental administration at all levels.Accordingly, the present thesis consists of four parts.Part One summarizes the development and meaning of service-oriented government as well as the definition of administrative ethics, and focus is also placed on the significance of ethical enhancement for public administrators.The second part presents an analysis on the types, characteristics, and reasons concerning ethical malpractice on the part of public administrators in China, and points out the necessity and urgency to redouble efforts for ethical enhancement.Part Three adopts a theoretical approach to address the issue of ethical enhancement for public administrators. The approach begins with an exposition of the roles and responsibilities of public administrators, highlighting a detailed analysis on the two fundamental means of external supervision and internal consciousness, and ends with the attainment of ethical autonomy by means of organic integration of external supervision and internal consciousness.The last part of the thesis proceeds to explore different ways to attain the integration of external supervision and internal consciousness for public administrators, ranging from establishment and promotion of moral education mechanism for public administrators, perfection of administrative laws and regulations, to consolidation of supervising and curbing mechanism.
