Since the1980s, with the deepening of China’s economic reform, Chinese government also experienced a continuous process of reform. This period of reform largely undergo the course:in the1980s, the reform of the government was mainly around the issue of centralization and decentralization. The reform was mainly due to the reflection of the traditional centralized model of government and the decentralization was the theme of the government reform. Followed by1990s, the government reform was expanded to the discussion about "big government and small government", the academic and political were optimistic about small government model once, so the main content of the government reform in this period was cut down and merge institutions and streamline staff. Enter the21st century, on how to conduct government reform, they reached a new consensus:a good government is not measured by whose power is centralized or distributed, or whose size is large or small. On the contrary, a good government should be the "strong government", and it effectively carry out public management and public service functions. In view of this, the change of government management model, the transformation of government functions, and building a service-oriented government has become the new target of contemporary China’s government reform.Service-oriented government requires the "people-oriented", reflecting the values of service and the responsibility. Civil servants are main body to build a service-oriented government, so the article is from the humanist perspective, by the perspective of the administrative ethics of civil servants to explore how to build a service-oriented government. Civil servants under the construction of a service-oriented government must change their way of working and ethical philosophy in the past government management mode, to strengthen its own administrative ethics construction and improve administrative ethics literacy, to become the man that a service-oriented government requires.In the building a service-oriented government, the administrative ethics of the civil servants’ construction have made remarkable achievements, such as strengthening the awareness of service, increasing obviously the moral qualities, strengthening significantly the concept of administration according to the law and going deep into the heart of the concept of fairness and justice democracy. But there are still many problems. Firstly, there is dislocation of the civil servants’ administrative ethics roles. Secondly, the administrative values of the civil servants has distorted. Thirdly, there is anomie behavior of administrative ethics of civil servants. The main reason of these problems are that the civil servants’administrative ethical quality of the development level is not high, the officialdom standard thought is not reduced, administrative ethics of the civil servants are lack of administrative ethics legislation and an effective system of supervision. So I purpose two paths to strengthen administrative ethics of the civil servants’. The paths are divided into two paths-internal and external. Internal path is mainly from the civil servants, which strengthen the administrative ethics of the civil servants and moral cultivation, to establish administrative ethics’ awareness of civil servants, to shape the personality of administrative ethics of civil servants; external path is mainly based on foreign experience, by exploring the establishment of a sound administrative ethics of the civil servants’ legal system, improving administrative ethics of the civil servants’oversight mechanism, and creating a good environment of administrative ethics.
