There has been a series of social, economical and political crisis in the western countries represented by U.S.A and U.K. since from the Second World War, especially in late 1960 and early 1970. Bureaucracy has been criticized and the western administrative academy brought forward the new model in public administration and service areas. "Service administration" "democratic administration" "Kind governance" becomes the core concept of the academic studies and practice. These concepts reflect the reformation trend which is from the political democracy to the administrative democracy.Performance appraisal plays an important role in the development of the democratic model and become the bridge for the citizen to participate the politics based on its public responsibility and public satisfactory of the public. In the middle of 1990, Chinese academician started introducing the governmental performance appraisal system which includes PPA, and the research achievement has been made in the areas of PPA's establishment, methods and the application of the result.I used the case of PPA in the local police station as my prospective, and found out the dissimilation in the practice of PPA. This continuation is originated from the traditional PPA which is from special power relations theory without the democratic administration and the public satisfactory. It is not only the way to manage the policeman, but also a "living law" related to the citizen. PPA is the regulation which is out of the lawful regulation, there are plenty of policies which are against litigant rules and it doesn't follow the modern law-governance. Moreover, PPA was conducted from the top superior official even to the police guard; it involves not only the lawful responsibilities and autonomy for the police, but also the action selection between public requests and the implementation by the superior, and even the external issues of PPA. These are definitely hurt the progress of the law implementation and its affect.There are four (4) chapters in my dissertation. Chapter 1 is the academic introduction of GPA; Chapter 2 is the dissimilation on PPA's practice on the case from the local police station, Chapter 3 is PPA in the west and its introduction, Chapter 4 is the suggestion on consummating PRC's PPA.
