Government's Responsibility For Youth Volunteer's Activities

The young volunteers have become more and more popular. The young volunteer organizations in Putuo district, such as "urban pioneers" , have provided a lot of professional long-term services and made much achievements. There have been much challenge not only in theory but in practice, such as: how to manage the volunteer organizations, how to expand the field of their services, which direction the volunteer organizations should be driven in. This thesis is devoted to solving these problems.This thesis summarizes the related theory, experience and developing procedure of volunteer services, and provides the necessity, present situation, existing problems and developing direction of volunteer services in China. Then it analyzes the young volunteer organizations in Putuo district, and concludes the main elements affecting the development of volunteer services. On the basis of all the above, it gives the related suggestion about how to improve the volunteer services. This thesis is comprised of six parts. Part one introduces the research background, intention and method. Part two introduces the related theory and the key concepts such as volunteers, volunteer services, volunteer organization and volunteer spirit. Part three demonstrates the necessity, function, opportunity and difficulty of volunteer services in China. Part four reviews the developing procedure, characters and field of services of young volunteers, and analyzes the case in Putuo District. Part five gives some suggestion consequently. Part six makes a conclusion.In this thesis, the research methods include literature analyzing, case study, comparative research, qualitative analysis and quantitative analysis. For example, on the basis of the case study of the management of the young volunteers in Putuo District, this thesis analyzes the trend of the service of young volunteers, and discusses the new directions of the service of young volunteers in shanghai.The main innovations in the thesis include: summarizing the existing problems of the young volunteer organizations in Putuo district, concluding the main elements affecting the development of volunteer services, giving some suggestion about the mechanism of management and support. Besides, the thesis can be improved in the depth of theoretical research and the extent of the case study.
