| As the governor representing the government to exercise the function of managing public affairs, the public servant plays a different role from the common governor. The capability and level of public servant is the key point in realizing high efficiency, democracy, and administration according to law. An excellent public servant troop not only provides reliable manpower support for the government's operation, enables the policy to be executed in a fair and just way, but also reduces the erroneous decision behavior of the government, defends the government image, enhances the working efficiency. In order to improve the government's abilities to perform administration in accordance with the law, and accelerate the steps of self construction and reformation, the capacity building of public servant must be strengthened. Therefore, enhancing the overall quality and capacity of public servant is of vital importance to improve the government's administration efficiency.As for capacity building of public servant, our country proposed that we should take the capacity building as the core, with which to form the scientific evaluation and usage mechanism for talented people, and render capacity building becomes the country's target direction in cultivating public servant. In 2003, the Ministry of Personnel specially issued A Measurement Framework for Civil Servants Capacity (Trial Version) (Guo Ren Bu Fa [2003] No.48), proposed that public servant are required to be equipped with 9 kinds of capacity, including the capacity of political valuation, the capacity of performing duties in accordance with the law, the capacity of public service, the capacity of investigation and research, the capacity of study and innovation, the capacity of communication and coordination, the capacity of the capacity of dealing with the emergency, and the capacity of psychological adjustment. The above mentioned capacities become the datum target which should be followed for public servant in capacity building.The training work is increasingly being emphasized in the aspect of improving the public servant's capacity and quality, and strengthening public servant training has become the common sense of all levels of government and leadership. Thus, the Communist party and government have formulated a series of policies concerning the public servant training work. Public Servant Law of P. R. China stipulated explicitly the institution should give classifying and categorizing training for public servant according to the requirement of work duty of public servant and the request of enhancing the quality of public servant, thus has provided important legal basis for the classifying and categorizing training for public servant. In'The 11th 5-Year Plan'Administration Public Servant Training Program, the Ministry of Personnel also proposed that we should explore new thought, new way and new measure for the public servant training, innovate the training contents, ways, means and mechanism, make efforts to realize personalization and differentiated training. All of these mentioned above are the guidance opinion which plays a vital role in strengthening public servant training work.For these years, through strengthening the policy instruction in the public servant training work, investing massive funds and financial resource, and taking powerful measures, our country has made great progress in public servant's capacity building and training work. However, we must also see that at present, the quality of public servant capacity training is still not high enough and the actual result is very good, which is an objective problem shouldn't be ignored. The influent factor in the actual effect of public servant training is various, so it is a topic with practical significance to find out the means and way of thought to strengthen the effectiveness of public servant training work, to improve the quality of public servant training under the market economy environment, and to enhance the public servant's capacity earnestly through the training.This thesis analyzes the problem by emphasizing the combination of theory and reality in the research method, besides, adopts standard, positive approach as well as the comparative research method. Through establishing the capacity building oriented classifying and categorizing training mechanism for public servant, discuss how to promote the improvement of the capacity of public servant. The thesis is divided into three parts:In the first part, the author analyzes the theoretical basis and practical significance of the capacity building oriented classifying and categorizing training for public servant. Firstly, define related concept and give a general overview on the public servant's capacity building and classifying and categorizing training for public servant; secondly, discuss relative theory on public servant's capacity building and public servant training, mainly introduce T ? W ? Schultz's human capital theory, Amartya Sen's human resource capacity building theory, McClelland's Iceberg Model theory and Tom W ? Goad's 16 adults studies the principle, which provide theoretical basis to carry out capacity building oriented classifying and categorizing training for public servant; thirdly, basing on borrowing ideas from predecessor studies, put forward the important significance of carrying out capacity building oriented classifying and categorizing training for public servant, in which mainly include the importance and urgency of public servant's capacity building, the practical request of classifying and categorizing training for public servant as well as capacity building acting as basic orientation of classifying and categorizing training for public servant.In the second part, give analysis through studying the case. Mainly take Changchun City's public servant training situation as example, analyze the present situation of public training, point out the existing problem in public servant training. Firstly, introduce the situation of public servant training in Changchun City, emphasis is put on the way of thought and idea of the training and the situation of training method; secondly, point out the existing problems in public servant training work, for example, at present, the importance of public servant capacity training do not arouse enough attention, being lack of the analysis on request of public servant's capacity building and classifying and categorizing training, the public servant training resource is not effectively integrated, modern training method is desiderate to be introduced and popularized, and the insufficient consummation of management mechanism of public servant training and so on.In the third part, aiming at the present situation of public servant training work in Changchun City and the existing problems, put forward the countermeasure of carrying out capacity building oriented classifying and categorizing training for public servant. Through establishing capacity building oriented classifying and categorizing training mechanism, enhance the public servant's capacity in the training practice. Five measures for the practice are as follows: firstly, innovate training thought with the orientation of capacity building, the training emphasis transform from the indoctrinating knowledge in the past to focus on the development and cultivation of capacity. Secondly, give analysis on the request of capacity building oriented classifying and categorizing training for public servant, choose the independent training collocation method according to the training requirements and the training supply, carry out request analysis in accordance with various duty level, different category of public servant's work nature, characteristic and requirements. Thirdly, pay attention to the integration and development of training resource. On one hand, carry out integration on all levels of Party cadre school and the administrative institute resources. On the other hand, accelerate the promotion of expanding the public servant training market. Fourthly, innovate on the work method of classifying and categorizing training for public servant, set different training scheme in view of different category of public servant, which not only highlight the characteristic of post demand, but also grasp the scientific nature, integrity and feasibility of curriculum system; fifthly, consummate and perfect the management system and mechanism of public servant training, mainly include establishing Level-to-Level Administration Training Pattern, intensifying macroscopic management function, giving full development of the appraisal management system, strengthening evaluation of training effect and further perfecting funds investment guarantee mechanism. |
