A Study On The Social Stability Risk Assessment Of Maerdang Hydropower Station In Qinghai Province

There is a great advantage of hydropower for northwest ethnic area in China for its mountainous and rich water resource.Hydropower project is a kind of energy projects,which is common but still with some problems in construction,such as compensation for land acquisition and demolition.If handled improperly,it will affect residents' living life and daily working,especially for ethnic minority,causing negative reactions and ecological environment pollution,which are hidden risks for major energy projects.In order to deal with the hidden risks which may occur during the construction of major power projects,further the implementation effectively,it is necessary to make a risk assessment of major energy projects.This paper is based on the theory of social combustion and the theory of public crisis management,taking about the construction of Maerdang hydropower station in Qinghai Province,discussing the social stability risk of major energy projects and establishing a scientific and effective risk assessment system of social stability,and evaluates the risk of social stability that may be triggered by the Maerdang hydropower station in Qinghai Province.The social stability risk assessment result is that the Maerdang hydropower station in Qinghai is "low risk".Its construction is in line with policies and regulations of the state,the construction procedures are legal,with a little ecological environment harm.The risk assessment show that there are six risk factors,including payment of compensation funds,resettles' living and working,compensation standard for land acquisition and expropriation,the environmental and safety risks during construction,public safety under construction,and the acceptance of local residents.Then this paper puts forward some counter measures to reduce the risk and make a preparation for emergency,such as timely and full payment of resettlement compensation and vigorously cultivate non-agricultural jobs to help immigrants' re-employment and so on,which will promote the economic development and improve the living standards of residents.
