The Issues concerning "agriculture, peasants and countryside" are strategically fundamental in China's politics, economy and social development. As the grassroots governments in China' countryside, townships' are main executers of the "agriculture, peasants and countryside" Policies made by Chinese Communist Party and the State. Playing a great part in fulfilling the Policies , the township chief executives, the first leaders in the governments will make and carry out specific policies according to the Policies and the realities in the countryside. Township chief executives and the situations they must face play a great role in the implementation of the Policies. So it is necessary to make scientific researches on the township chief executives' situations and the effects on the Policies, and to make corresponding solutions according to the specific effects.In this thesis, the research on township chief executives, which is different from those in the past concerning leadership system, approach, capacity, performance evaluation, the producing method, political idea and style and economic responsibility audit, focuses on the situation system that township chief executives must face and the impact on the executives' policy-making and implementation of policies. It will provide corresponding strategies in accordance with township's realities in which the theories of leader's situation are practiced.Apart from introduction and conclusion, this thesis includes four parts.In the first part, the theories on the leader's situation, which are the base of township chief executives' characteristic situations, are drawn from the science of leadership, public administration, management and organization behavior and set up a theory framework on them.In part two, three and four, township chief executives' characteristic situations are demonstrated in the theory framework formed in the first part. In the second part, township chief executives' internal situations, the impacts on the policies and the solutions are discussed. The internal situations include the township government system, the power and the traits of the leader, the traits and the maturity of villages' leaders, small interest groups and the township leader system. In part three and part four, township chief executives' external situations, one on natural factors, another on social, are discussed. The impacts on the policies and the solution to them are also analyzed. The natural factors in part three include township area and village distribution, population distribution, climate, natural recourses and artificial ecosystem. The social factors are township politic system, economic situations, the factors of education, science and technology, culture and sanitation, trust in government and the direct relation to the leaders.
