On The Cultivate Of Our Country's Farmer's Civic-mindedness

Under the condition of socialism market economy,citizen is the most general and the most universal main body in the national and social life,the fiducial identity and role of Social members,and the bearer of the cultural relationship between the politic,the economy and the society.The quality of the civilians decides if a country's democracy system can continue and develop,and if this society's reality and future can boom and proper.The general and healthy civic consciousness is the core quality that the contemporary citizens should possess.The report of the 17^th CPC records that strengthen the education of citizen consciousness,establish the concepts of socialist democracy and governance according to law, freedom and equality,and fairness and justice.The first appearance of the term "the citizen consciousness" in the report of congress of party representatives shows the party and the country attach great importance to the cultivation of civic consciousness.From the reform and open to the outside world,the civic consciousness in our country has developed fully,but it still can not adapt the current development of the market economy.Especially in the rural area, the civic consciousness of our country's peasants restricts the fast development of rural market economy to a large extent.Consequently,it is a great significance to cultivate the peasants' civic consciousness.This paper discusses some opinions in this field,In detail:The first part starts with the concept of the civilians and the civic consciousness,and mainly discusses what are the civilians and its historical development.Then the paper analyzes the meanings of the civic consciousness and its formation conditions,and based on which analyses the characteristics of the contemporary peasants in our country and its influence on the formation of our country's civic consciousness.At present,the lifestyle of our country's peasants is mainly agricultural.They are the subordinate to the dominant in the field of the political right,possess the low quality in the whole in the cultural aspect and relatively lag behind in the aspect of ideology.All hinder the development of the peasants' civic consciousness,affect the enlargement of the peasants' political participation,and go against the cultivation of the peasants' collective consciousness.The backward of the peasants' collective consciousness affects the construction of our country's democracy and governance according to law.The last section of the first part mainly discusses the great significance of the cultivation of the current peasants' civic consciousness.It will be a great help to push forward the building of a new socialist countryside,advance the development of the market economy,construct of socialist democracy peasants.It will influence the enthusiasm of the peasants' participation and restrict the development of the peasants' civic consciousness.China's feudalist society is a blood-linked and a family-structured society.The feudal society which has existed for so many years imposes inevitable influence on us.It combining the inadequate development of the economy and the education,and the restriction of the political system, makes the traditional culture influence the peasants greatly.Consequently,at present,the peasants' civic consciousness in our country sill lagged behind.The inadequate awareness of the peasants as a whole,Lack of rights awareness,the weak sense of the legal awareness and the participation consciousness,and the lack of the fundamental democratic values and collective consciousness all demonstrate the lack of the peasants' civic consciousness in our country.It restricts the modernization construction of the country.Consequently,the cultivation of the peasants' civic consciousness is the major task to face.Through the discussion of the status quo of the peasants' civic consciousness in our country and its reason,this paper tries to make the specific and original thinking in constructing the peasants' civic consciousness which fits for the contemporary development. So,the third part of this paper mainly analyses and discusses the ways of cultivating the peasants' civic consciousness.This paper mainly talks it from economical,political,and cultural aspects.In detail:Firstly,the country,through the enlarging investments in rural area, develops the construction of infrastructural facilities,develops the rural industry,and inducts the peasants into the market,through the adaptation and the popularization the agricultural advance technology,promotes the development of the rural economy,through the creativity of the land system,change the relatively backward status quo of the rural market economy and provide the favorable economic circumstance for the development of the peasants' civic consciousness.Secondly,through changes in the management of grass-roots government,the country can improve the construction of villagers' self-government,expand the peasants' voting right,achieve the election based on the same proportion of urban and rural deputies, and actively and steadily reform the existing urban-rural division of the household registration system to prompt fanners to change into the "full-fledged citizens",such as deepening the reform of the political system,develop the peasants' civic consciousness fast and provide the democracy political atmosphere.Thirdly,through the improvement of basic rural compulsory education system,the country increases the input of national compulsory education in rural area,and strengthens the law-related education for the peasants in the whole and the cultivation of the modernization concepts which lay the advanced ideological and cultural basis for promoting the peasants' civic consciousness.
