The System Of Reflecting Social Conditions And Public Opinions In Contemporary Political Decisions Of China

Comrade Wan Li issued a speech on July 31, 1986, named Democratic and Scientific Decision-making are an Important Issue of Political System Reform, which aroused strong repercussions among the party."To improve the understanding of the people in depth, to fully reflect public opinions, to widely focus on their wisdom, to cherish the decision-making mechanism of people resources and to promote the scientific and democratic decision-making."This is a new topic put forward explicitly in the report of the Party's 16th National Congress. The report of the Party's 17th National Congress clearly put forward the aim of"promoting scientific and democratic decision-making, improving the decision-making information and intellectual support system, enhancing the transparency and public participation in decision-making and constituting the laws and codes related to masses interests and listening to public hearings on the principle of the public policy"and highlighted the importance of the democratization of the political decision-making. In this thesis, I hold that the right decision-making is the premise that guarantees the success of each work, that the right decision cannot exist without the support of the relevant decision-making information, and that the true and complete social conditions and public opinions are the basis and premise on which the government base decisions. The building of institution is the fundamental part of realizing the democratization of political decision-making. Only by establishing the rules and institutions and constituting and improving each system continuously can the democratic and scientific decision-making be developed from the conceptual level to the actual operational level. Based on this point, I select the system of reflecting social conditions and public opinion in political decision-making as the study point. Firstly I coordinate the concepts of social conditions and public opinions, and the theoretical basis, the historical basis and the great significance of the system of social conditions and public opinion; then I analyze contemporary system and channel of social conditions and public opinion, the problems that we are confronting and their respective reasons; lastly, I focus on how to improve the system of reflecting social conditions and public opinions, how to keep the channel of social conditions and public opinions unblocked, and how to ensure democratic decision-making and scientific decision-making.
