Chinese party and state have always attached great importance to the building of the grass-roots leadership cadre. During the current transition of government functions ,Grass-roots leadership cadre selection and training of our country is concerned by people. Formerly, the grass-roots leadership of the management of cadres is not very scientific enough, the latest developed of the Competency Model is an effective method of managing the government cadres. Targeted at specific groups established by the competence model for the selection of government cadres, training, promotion and evaluation provide an important scientific basis.Dalian City as the leading regional economic development in the northeastern region is the most developed one of these regions. Ganjingzi District is the largest one of Dalian City.The regional reserve leaders the selection and training have a realistic demand, in order to enhance the effectiveness of selection and training, we adopt the latest competence model-based to managing cadres. That is the major leading cadres Threshold Competence model in the 15 government-affiliated street / town in Ganjingzi District. Subjects include: regional party secretary of the Work Committee / director / deputy secretary / deputy director /secretary of the Discipline Inspection Commission. Through research, we established the Threshold Competence Model Structure for the main regional leading cadres of Ganjingzi District in Dalian City,for the management of cadres provided an important scientific basis.we adopt qualitative research and quantitative research. First of all , collecting information and data by behavior event interviews from the regional leading cadres , encoding qualitative analysis ,establishing Threshold Competence model form and the indicators grades. Make up Threshold Competence model questionnaire to the regional leading cadres and leadership work in close liaison officers,let them give more extensive evaluation and analysis of the questionnaire results to determine competence Model structure. Later, Generalizability Theory verify the validity of the model. The main conclusions:(A) The final results of the regional leading cadres Competence Model includes four dimensions, 20 threshold index. Four dimensions are achievement motivation sequence, leadership and management sequence, sequence of implementation capacity, training others.Achievement motivation sequence: A sense of responsibility; dedication; the overall situation attiude, organizational commitment;perseverance;pressure response;coordination; self-confidence;understanding comprehend;Leadership and management sequence: team-building; cooperation;self-discipline;pioneering and innovative;concerned about others;Implementation capacity sequence: organizational plan;predictable response;fair and impartial;Training others the sequence: training others;process monitoring; learning ability.(B) Through the interview (BEI) and qualitative analysis and building a competent characteristics grade, competence assessment table by name, definition, indicators description ,sample, can be used as personnel Assessment, management evaluation, and other thing of the basic information.
