A Research On The Social Assistance Of Vagrants And Beggers

In the reforming time, the Chinese government is paying more and more attention to society rescue. The social assistance of vagrants and beggars is an important component of Chinese social assistance system, is inevitable demand of harmonious society construction, is a characteristic of building well-off society's in an all-around way. After 2003, the social assistance scheme for urban vagrants and beggars substituted to the custody and repatriation system, our country entered the new stage to solutioning vagrants and beggars' questions. Since, social assistance scheme for urban vagrants and beggars has run for 6 years and has made the super-achieving, and vagrants and beggars problem has dwindled. But followed rescue system running, a series of new questions also come out, to become the barrier which restrict to vagrants and beggars problem solving.This research believed that our country social assistance scheme system for urban vagrants and beggars be at the temporary rescue stage, its essential feature is the short-term rescue, the basic rescue and the voluntary salvage. Rescue system exist many questions that a great diversity of factors influent.In this research, the comprehensive analysis was carried on based on questionnaire survey and interview survey about urban vagrants and beggars living in Changsha city. Then , this research draws the following basic conclusion: First, the subjects and the objects of rescues are not explicit , which causes the social rescue confusion; Second, the measures to rescue urban vagrants and beggars exist flaw , which cause social rescue treats the symptoms and the causes with difficulty;Third, management system backward,which causes work to social rescue develop ineffectively ; Fourth, the legal regime is imperfect , which causes the effective social-rescue -mechanism form with difficulty.On the basis of positive analysis, this research makes suggestions as followes: First, must play the government leading role, realize the department cooperation, the region cooperation and the organizations and agencies cooperation; Second, must unifies the rescue and the management, and seeks for moderate balanced in the assurance of human rights, the freedom and the maintenance during public interest; Third, must speed up the perfect laws and regulations, and realize the systematic nature of the social rescue for urban vaganers and baggars on institutional aspects; Fourth, must display the civil organizations and the social workers fully; Fifth, must unify the social assistance system for urban vagrants and baggars with other assistance system, especially, the social welfare system . Sixth, must speedly go out the erroneous zone to the low level and repeating construction, and establish effect mechanism of the social assistance for urban vagrants and beggars.
