As industrialization and urbanization accelerate gradually since the reform and opening-up in China, there appears a great tide of migrant population dominated by farmers to cities. Being a relatively developed industrial city in Yantze Delta, Changzhou has, after the new millennium started, been in the best period with the most rapid economic and social development, with migrant population being 1427000 in 2006 up from 448000 in 2000. Dramatic increase in migrant population has injected vitality into social and economic development in Changzhou on the one hand, and posed a challenge to its bearing capacity and governmental administration on the other. Against the new backdrop of building up a harmonious society, it is a practical and urgent task for Changzhou to speed up exploration of new system and new mechanism as well as new mode in administrating this population.Right based on the all materials obtained through investigation, this paper offers a comprehensive description of basic characteristics and developing tendency of migrant population in Changzhou, followed by a focal analysis on the achievements, problems in administration work in the city as well as their corresponding causes. Finally, this paper adopts related theories such as new public management theory to suggest several countermeasures in intensifying the administration for migrant population by drawing on advanced experience in other places.The paper holds that administration work for migrant population is today facing a series of such new difficulties and problems as backward service concept, non-smooth administrative system, not-all-round social security, insufficient legal protection of the rights and interests of migrant population, increasing pressure from social safety, etc. What accounts for all these problems are as follows: Systems do not sound; laws and regulations need perfecting; government functions should be improved, etc. In light of these deficiencies mentioned above,corresponding suggestions are put forward in this paper: establish the concept of"People first"; enhance service awareness; innovate migrant population administration systems; improve the systems of the migrant population legal rights and interests protection, etc. All these measures are desired to finally realize"four shifts": shift to comprehensive service-oriented one from singular preventive administration; shift to locality administration mainly by grass-root agencies from linear administration by functional departments; shift to administrative service of existent population from double administration of registered population and temporary settlers; shift from governmental administration to such modes as government administrating by law, each functional department fulfilling tasks of its own, community's self-control by law and socialized administration extensively involved by social structures.
