On The Administration Of Migrant Population In Shenzhen City And Its Countermeasures

As industrialization and urbanization accelerate gradually since the reform and opening-up in China, there appears a great tide of migrant population. According to the National Bureau of Statistics survey data, the number of migrant workers has reached 175 million at the end of 2008. As a window of China’s reform and opening up, Shenzhen has economically achieved a historic leap.At the same time, the number of migrant population was high up to12.0055 million in 2010, while that was only 4.0648 million by the year of 2003. On the one hand, the arrival of migrant population has made great contributions for the economic and social development of Shenzhen; on the other hand, it also greatly challenged administration of the government and bearing capacity. Therefore, it’s very meaningful to find out shortcomings of the present administration of migrant population and find the countermeasures, so that they can play a more constructive role in Shenzhen and a harmonious society can be built up.Based on the all materials collected by means of studying related document and investigation,this paper makes a particular description of migrant population in Shenzhen about both the characteristics and developing tendency, followed by some analysis on modus operandi, the problems in administration provided for migrant population at present and also their causes. In the end, this paper adopts the new public service theory to recommend some countermeasures to bettering the administration for migrant population in Shenzhen by learning advanced experience from other places.The paper thinks that the present administration work for migrant population in Shenzhen is facing great challenge and problems, such as backward service concept, non-smooth administrative system, migrant population crime is not under control, deficient protection of the rights and interests of migrant population. The main reason for these problems are:some problems existed in both the procedure the policy is established and the implement procedure, laws and regulations need improving, insufficient manpower in the administrative team, non-equilibrium between the government, enterprise and the migrant population, and also some shortcomings of the migrant population themselves. In light of these drawbacks mentioned above, the countermeasures are suggested as follows:enhance service awareness; smooth migrant population administration systems; improve the migrant population management laws and regulations; expand public services scale and encourage the migrant population to exercise autonomy. All these measures are desired to finally realize a harmonious society for both the migrant population and the local residents.
