Performance evaluation of Public sector is a management tool,introduced from public administration of some developed countries in the 20th century,which improve the governance of public sector,and the relationship between the public sector and the community through the evaluation of the outcome of the operation of public sector and management efficiency.Since the 80's of 20th century,under the influence of economic globalization and the revolution in information technology,we made useful explorations and attempts on performance evaluation,guided by performance evaluation in developed countries. At the same time,a large number of public sector performance evaluation theory has been rising.Some practice of performance evaluations in local public administration present different characteristics and produce a number of new model features.With the advance of the public sector reform,Chinese performance evaluation in the public sector need further completement and improvement.The main purpose of this paper has three aspects as following:First,discovering problems,summing up difficulties on performance evaluation of the public sector;Second,analysising the problems,proceeding from reality,analysising,systematically and comprehensively, the reasons for improvement of the performance evaluation;Third,solving the problems.based on the the theory and practice abroad,making clear the ideas of improvements in performance evaluation of public sector and putting forward to improve effective response,and striving to promote institution-building of the public sector on service,accountability,rule of law and efficient operation.At the time of writing this article,first of all,I refer newspapers and periodicals and electronic information of public sector at home and abroad and analyze systematically the relevant important documents.At the same time,deeply understand the situation of performance evaluation of some relevant units,and summarize and conclude the experience combined with the practical experience.The paper will propose constructive views and perspectives on analysis of assessment subject,problems of Chinese performance evaluation and the ideas and measures of improvement.In this study,through striving to improve countermeasures of leadership,organizational system and monitoring mechanism of public sector performance,the paper will build the public sector team which is "The high efficiency,coordinated operations,code of conduct".
