Analysis And Evaluation On Harmonious Degree Of Social Development In Rural China

In the 4th Plenary Session of 16th Central Committee of the Party in 2004, the thesis of science judgment of"building a harmonious socialist society"was proposed. It pointed out the direction for our to correctly understand, comprehensively grasp and actively building a harmonious socialist society specified in the right direction. Rural communities'harmony and stability concern the general situation of the whole society's harmony. Only if the rural areas have developed harmoniously, the whole country can achieve a all-round and harmony. Therefore, it is rather essential to establish a set of scientific, systematic and effective index system to evaluate the harmonious degree of rural social development and quantify measurement and analysis of the construction process of rural harmonious society.Based on previous studies, this paper puts forward the estimation method of harmonious degree of social development in rural China and corresponding indictor groups. Besides, author carries out the empirical analysis of harmonious degree of rural social development in Shandong, Henan and Shanxi provinces during the period of 1990-2007.In a comparative analysis of different researchers at home and abroad related to the evaluation index system based on the scientific basis of representation, systemic, independence, operability and comparability principle, the use of frequency statistics, theoretical analysis and to solicit relevant expert advice, design a building from the condition construction, economic development, social progress and people's lives and resources and environment in four themes, 20 specific indicators of evaluation index system of harmonious degree of social development in rural China. Among them, the threshold method using Benchmarking evaluation of each upper and lower limits, to build the evaluation function of indicators'realization degree for non-dimensional treatment. In this paper, the use of Delphi Method to determine the theme layer of evaluation index system and evaluation Indicators'weight, and then layered composite index weighted method to build a integrated evaluation model of harmonious degree of rural social development. Finally, thinking of using fuzzy mathematics will be harmonious degree of rural social development from 0 to 100 degrees divided into 10 grades, and harmonious degree in the 0 to 50 degrees for the disharmony state, in the range of 50 to 100 at a state of harmony.In this study, the raw data is collected from the << China Statistical Yearbook >> (1991-2008), << Statistics Bulletin of the National Economic and Social Development of the People's Republic of China >> (1991-2008) and all previous years'statistical yearbook and the national economy and social development statistical bulletin of the relevant provinces. Comprehensive evaluation model of Shandong, Henan, Shaanxi provinces in 1990-2007 and harmonious degree of rural social development were carried out by the empirical analysis and evaluation. The results showed that during 1990 to 2007, the harmonious degree of social development in rural China steadily improving. The harmonious degree of rural social development of Shandong, Henan and Shanxi province is 72.61, 62.14, 61.94 respectively in 2007, which means that China's overall social development in rural areas is in the seventh low-grade state of harmony. And the harmonious degree of social development in rural eastern part is higher than western and central part, while the harmonious degree of social development of these two parts was basically the same.This paper analyzes the main restriction factors of constructing rural harmonious society with combining the appraisal result, based on which the author proposes several countermeasures and suggestions to improve the harmonious development of the rural community.
