A Study On The Transformation Of Town Government Functions In China

The township government is at the lowest level of China's administrative system.It directly serves the rural areas and rural people,so it is regarded as the bridge and bond between the Communist Party and farmers as well as the basis of the whole country. Therefore,the township government plays a significant role in the political and cultural life of the rural areas,functioning as an accelerator to improve the life quality of farmers and the social stability in rural areas.In addition,it plays an irreplaceable part in tackling the issues concerning agriculture,rural area and farmers,building a well-off society in an all-round way as well as building a harmonious socialist society.With the changes of the domestic and abroad environment and the further development of all reformations,the "full-service government" system,which has been established in the traditional system, has become out of date and keep the social causes of the rural area from developing. Therefore,it is not a question whether the government functions should be transformed or not,but how to transform its functions in order to promote the development of all the social causes in rural areas and the promotion of new-countryside construction as well as quicken the pace of building a harmonious socialist society.Based on the theoretical elaboration of the scientific orientation in the transformation of the township government,this thesis discusses the problems in the transformation of government functions and analyzes the causes as well as puts forward the related solutions to the problems by selecting the transformation of government functions as the subject.There are four parts except the introduction part.Part 1 is the theoretical elaboration of the transformation of government functions.It gives definitions of township government,government function,and transformation of government function,which are the basis of the analysis of the immediacy and necessity of the transformation of government functions.Part 2 makes an analysis of the township government's orientation.According to the "Office of the Central Organization Committee on deepening the institutional reform of township guidance" issued by the CPC Central Committee General Office and the State Council General Office at the beginning of 2009,the government function is oriented as developing the economy,serve the public,manage the society and promote democracy at the grass-root level etc.It puts forward the proposal that the functions of the township government should be relocated,followed by idealistic function of the township government from four aspects.Part 3 is devoted to analyzing the faults in the transformation,such as pressure-driven administrative system,unreasonable fiscal system,poor quality of the officials,and the uncertainty of the function orientation.Finally,part 4 is focused on the ways of transforming the township government functions,namely further the reform of the administrative system,building a harmonious administrative eco-environment,promoting the reform of the fiscal system,establishing an excellent fiscal system,strengthening the training to improve the quality of officials, perfecting the township leadership laws,and ascertaining the orientation.
