The Civil Servant Law of PRC establishes the legal status of recruiting civil servants through the examination system. Fairness is the key issue in this system. However, lack of fairness exists in recruiting practices, the factors of which are increasingly being a hot topic. Foreign countries regard the research in this aspect as part of political system; we normally make researches form the perspective of the imperial examination system in ancient, comparisons between eastern system and western system, and operation in the examination, and it is rare to have the research done from the perspective of current policy, system, and mechanism. This thesis believes that the perspective of fairness in this research can help carry out the policy of administrating according to law, solve the problems in the way of achieving fairness, and enable the examination system long-lasting.Through the method of historical research, comparison research, logical reasoning, data analysis, this study reviews the system of recruiting through examination at home and abroad, illustrates the connotation, principles and processes of this system, analyzes the concept and content of fairness, the practices of fairness and the reasons behind them. At last, the author puts forward measures to improve the fairness in the examination system in terms of raising awareness, strengthening research, perfecting systems and mechanisms, applying for examination by law, classifying examination, improving interviewers' qualities, sounding laws.There are 2 main innovational points:The first one is that the content highlights the practical. The article focuses on not only the relevant theoretical concepts, but also the analysis of practice issues. Some data derives from the last three cases and the examinations of Hubei Province recruiting civil servants through the examination system, such as the post analysis chart of civil servants recruited in 2009 in Hubei Province is designed by myself, and relevant case studies are found in the test recorded in the practice of recruiting civil servants through the examination system. In a word, It should be the first-hand information, it is very fresh.The second one is the use of systems thinking to analyze problems. in the writing perspective, a broad vision is focused on. We study the issue not only from the operational level, and the technical level in recruiting civil servants through the examination system, but also from the policy level, and institutional mechanisms. Particularly in the institutional mechanism, we probe this sensitive topic on the working relationship between the government and the Communist Party during recruiting civil servants through the examination system. This is scarcely mentioned in the similar articles, or it is stopped when someone has revealed his/her intention.
