Exchanging Civil Servants" jobs internally has great importance in promoting the metabolism of the whole government system's human resources and keeping the system vigorous. Recruiting new member from those persons that have been a member of Civil Servants is a new way of internal exchanging jobs, which was initiated several years ago in china and it is being paid more and more attention by government at all levels. Therefore, Engaging in studies on this institution is of great significance in theory and reality.First of all. this article showed the institution about Civil Servants" exchanging posts internally as well as experience on "recruiting" policies drew up by local government. Through the data information from questionnaire survey, some questions about current "recruiting" policies were exposed. Then, using the theories of institutional analysis, I made some analysis on the issues from three aspects:formal rules, informal rules and implementing mechanism. What's more, I made reference to and sum up other counties'experience on Civil Servants' internal flow, combining with our actual situations, and found some inspiration for our "recruiting" policies. To provide some effective opinions to our government in establishing and perfecting the system. Finally, I offered policy proposals in these aspects as follows:changing traditional concept, ensuring the legal status, strengthening policy implementation, perfecting information openness system and examination system, building budget system and operation mechanisms.
