A Study On The Validity Of China's Civil Servant Examination

In recent years,Civil Servant Examination,as an important path to enter the civil servant team,has still been popular,which can still be called that thousands of soldiers and horses across a single log bridge.Therefore,it is particularly important to carry out validity researches on Civil Servant Examination to examine the faithfulness and accuracy of its reflection of examinee's qualities and abilities.Besides,the employment standards that one should have both ability and virtue and virtue comes first have always been an important guide for the selection and appointment of civil servants in China.On the one hand,under the background of building moderately prosperous society and service-oriented government,the best reflections of virtue lie in concepts such as relying on the people,wholeheartedly serving the people and maximizing the public interest,which surely are the connotation of Public Service Motivation.On the other hand,the government is also an inherent political arena,where those civil servants with higher Political Skill can have greater influence in the organization,thus making it easier to achieve personal career success and objectives of the organization,which is also an excellent reflection of abilities.Therefore,in this paper,the author selects Public Service Motivation and Political Skill as research perspectives and carries out empirical analysis on the validity of the Civil Servant Examination.In this study,a comparative analysis is carried out on the Public Service Motivation and Political Skill of 4 different groups of people,registering/not registering,admitted/rejected by adopting factor analysis,variance analysis,T-test and other methods on the basis of 324 valid questionnaire sample,with the candidate group in 2017 Civil Servant Examination and 2017 college graduates who did not sign up for the Civil Servant Examination as the research objects as well as Liu Bangchcng's four-dimensional scale of Public Service Motivation and Ferris' four-dimensional scale of Political Skill as the measuring tools.This paper's main body is composed of the following five parts.The first chapter is an introduction,where the author mainly explains the background and significance of the topic and proposes research methods and framework.The second chapter is a summary of related literature at home and abroad,with a summary of existing results from studies on Civil Servant Examination,Public Service Motivation,Political Skill and other related fields as a theoretical basis for the following parts.The third chapter is a research design,where the author puts forward research hypotheses based on the research premise and introduces collection and characteristics of samples.The fourth chapter is the process and results of data analysis.In the fifth chapter,the author puts forward the research conclusions and suggestions on the basis of empirical analysis,followed by reflections on various limitations of the research.Based on the empirical analysis,the following conclusions can be drawn.The Public Service Motivation and Political Skill of the sample group in this research are at a relatively high level,of which the Public Service Motivation and levels at four different dimensions shown by the candidate groups who signed up for the Civil Servant Examination are significantly higher than those graduates who did not sign up,indicating that the Civil Servant Examination is more appealing to groups with high public service motives.There is no significant difference in the Political Skill between those who signed up for the exam and those who did not,neither the Public Service Motivation and Political Skill between those who are admitted and those who are not,which indicates that the validity of Civil Servant Examination in identifying the Public Service Motivation and Political Skill of candidates has not reached the ideal level.The author attempts to propose some countermeasures and suggestions based on the above conclusions.On the one hand,recruitment mechanism of Civil Servant Examination in China should be further improved.On the other hand,it is necessary to improve the Public Service Motivation and Political Skill of newly-hired civil servants through training,assessment and incentives because it is not assured that those with high Public Service Motivation and Political Skill can be selected into the civil servant team through the current civil service examinations.
