Cultivating military personnel by reliance on regular institutions of higher learning is a strategic move, which teaks advantage of abundant educational resources in colleges to build a strong military through talented man. There are five universities establish the cooperative relationship with the army in JiangXi province. They are Nanchang university, Nanchang HangKong university, East China JiaoTong University, East China university of science and technology and JingGangShan university.In order to understand the status of cultivating military personnel by reliance on regular institutions of higher learning in JiangXi province and push the work sustainable development, this paper has adopted documentary method, social survey and comparative study in the research, analying the five reliance on universities in JiangXi province form four perspectives including basic conditions, in-school management mode, teaching and training mechanism and capability of graduated national defense students. This thesis make a diagnosis of the cultivating work form three stages of system guarantees, internal environment and external conditions. The analytical results shows that the key factors restricting the continuous development of the college-based training programs lie in 3 aspects:the lack of smooth operation in management coordination mechanism, the lack of necessary integration of cultivating resources and ignorance of the long-term plans for personnel training. According to the analytical results, the author puts forward possible countermeasures to establish and improve relating policies, strengthen coordination to integrate training base resources, and bring the programs into the overall development plans in provincial higher education. The author also suggests some operability advices to develop better functions of government and education authorities in the college-based military personnel training programs.
