Democracy and the rule of law is the essential requirement of socialism. China is a large agricultural country, the rural population over nine hundred million. How, in a rural population accounts for the vast majority of nation-building socialist democracy and the rule of law and realizing the people are the masters of the country is a very important issue, therefore, In 2006,in the opening ceremony of symposium of Provincial-level leading cadres about building a new socialist countryside, President Hu Jintao stressed:"To expand grassroots democracy in rural areas, Improve the farmers themselves the ability to control village affairs, Improve the system of village affairs,to carry out universal education law, To ensure that farmers exercise their ownership rights".In our rural areas, less developed regions of the area and population can not be ignored by us, compared to the developed rural areas, farmers in less developed areas have the following characteristics: Lacking of proper understanding of democracy and the rule of law, Lacking of faith in the law, lacking awareness of rights and political participation and so on. Inseparable from these characteristics and subjective and objective conditions of underdeveloped areas: with a poor natural conditions, weak economic base, Cultural and educational backwardness, with old ideas, and their political and legal operation mechanism is not perfect and so on. These characteristics hinder the Less Developed Areas in the process of the democratic rule of law, affect the economic development and the social harmony and stability.To improve democracy and legal awareness of farmers in less developed regions in China. Government is the dominant factor and Leadership is the key factor. In policies and funding, the state must give support to underdeveloped regions, develop and improve the market economy, give great efforts to strengthen rural education and vocational education vigorously, must strengthen its legal advocacy work, implement the "Village Committee Organization Law, efforts to resolve the legal issues in the operating mechanism.and so on.
