Network information technology developed very fast. Not only changed the way of life in human society, to promote the adjustment of social relations, but also had a profound impact to develop social democracy at the same time. The same as other advanced technologies in history, network technology has various influences to the democratic development. Both a positive role to promote and facilitate, also a negative role it is hinder or even undermine. At present, the Chinese society is experiencing a rapid transition process, how to make good use of this new network technology, it play an active role in promoting the process of democratic development in China; How to take effective measures to deal with the negative network effects and its impact on the political achievement of social fairness and justice through the opportunity of cyber democracy development, these are unavoidable current topic.
