Crime were rooted in the animality of human nature, that is human instinct.Except natural attribute, human also have social attribute.Culture as human social attribute is human essential attribute without which people are nothing but a senior animal. An important feature of culture is normativity, and it can affect the personality and behavior of the individuals. Cultural normativity is the internal mechanism of society operation and the deep-seated nature of social development. As a natural attribute of human, instinct's important feature is that it always acts in accordance with the principle of happiness, so its mission is for individual existence and happiness, but culture is a cause and a great project, so it is bound to normalize individual behavior. It constraints and guides instinct to make it compatible with the interests of the majority .However, in reality, instinctive impulse always break the imprisonment of cultural and lead to crime. And the definition of crime is the needs of culture's specific purpose. Thus, the confrontation between instinct and culture is a basic reason for crime in culture.The core difference between different cultures is the difference of the normalization features. So the so-called cultural conflict is the collision of various cultures with different natures. It is the natural results in the process of social changes. Social changes have led to numerous social groups.Each group has its own definition for its life circumstances and its own interpretation for social relations while they are totally ignorant of other groups' social values or have some misunderstanding. In all cases, the behavior of a group involving in the rules would be ruled to be abnormal or even criminal by other groups in some respects. This is the developmental reason for crime in culture.
