Pakistan got the hardest hit by terrorism, after "9 ? 11" incident, the Musharraf government joined the US-led international coalition to fight against terrorism, which made Pakistan become the frontline state of international terrorism, and gradually freed itself from the status of being marginalized from international community because of sanctions on 1998 nuclear tests, and the Musharraf government made fruitful achievements in early period of anti-terrorism. However, because the struggle among Pakistan's ethnic, religious and political power is more complex, the Pakistan internal security situation in the post-2006 had a trend of a rapid deterioration. At the same time, domestic political crisis in Pakistan led to frequent prolonged political turmoil, coupled with the outside influence of the deteriorating security situation in neighboring Afghanistan and the United States'double standard on anti-terrorism ,which made post-Musharraf government suffer a major setback in the fight against terrorism, Pakistan's counter-terroris forcedm was into the plight ,which made Pakistan gradually become a new source of terrorism. Musharraf resigned in August of 2008 with a heavy heart, but the internal security situation of Pakistan is still harsh and a change of government cannot improving the worrying situation of counter-terrorism in South Asia.The purpose of this paper is to discuss the failure of anti-terror policy of Musharraf government, and make a conclusion for revelation of Musharraf's anti-terrorism policy to the international community, especially to China's western Xinjiang region for maintaining its security and stability.This article ultimately concludes that ,in overall ,Musharraf government's anti-terrorism policy is not successful, but the problems faced by Pakistan are far from being the replacement of a president can be resolved, if Pakistan want to succeed in fighting against terrorism, it not only depends on the Pakistani government's determination, but also depends on whether the Pakistan's government can effectively address the domestic socio-economic issues, coordinate the relations between various sectarian and ethnic conflicts at the same time, as well as depends on the sincere cooperation in international community to support Pakistan's anti-terrorism policy.
