Pakistan’s Anti-Terrorism Mechanism Research

Today,terrorism is one of the most serious security threats faced by countries in the world.With the gradual spread of terrorism around the world,all countries are paying more and more attention to terrorism.Establishing an effective counter-terrorism mechanism has become the top priority of counter-terrorism efforts in every country.Pakistan is a country plagued by terrorism and one of the countries with the longest duration of terrorism.Studying Pakistan’s anti-terrorism mechanism is not only important for China’s security interests and economic interests,but also provides a reference for China’s anti-terrorism mechanism construction,so as to learn from Pakistan’s strengths.The research on Pakistan’s anti-terrorism mechanism mainly starts from the anti-terrorism legal basis,the anti-terrorism organization and the anti-terrorism practice by using a comparative analysis method.Based on a comparison of the horizontal and vertical time of the development and change of the three parts,we found the following results through analysis: on the basis of the anti-terrorism legal basis,Pakistan has formed a legal structure in which the programmatic legal documents and supporting legal documents cooperate with each other;In the anti-terrorist organization,under the unified command of the NACTA,the four anti-terrorism systems have achieved synergy;In the practice of counter-terrorism,Pakistan constantly uses its counterterrorism practices to test the capabilities and efficiency of its counter-terrorism mechanisms,and makes timely feedback and adjustments to counter-terrorism legal documents and the inadequacies of anti-terrorist organizations.The legal basis for counter-terrorism,the anti-terrorist organization and the anti-terrorism practice are coordinated to form a counter-terrorism mechanism in Pakistan.Now,Pakistan’s anti-terrorism mechanism has gradually formed an operational mode of “legislative advancement,departmental coordination,practice testing,demand feedback,and legislative improvement”.With great flexibility and self-adaptation for the change of terrorism,the mechanism has been able to self-adjust and improve in time.The achievements in the antiterrorism practice also show that the counter-terrorism mechanism has become more complete and the counter-terrorism capability and efficiency have been greatly improved.According to 《Pakistan Security Policy 2018-2025》,in the future,Pakistan will continue to adjust and improve its efforts on the basis of the existing counter-terrorism mechanism,and at the same time,strengthen the emphasis on counter-terrorism aiding methods in order to further enhance the counter-terrorism capability of the mechanism.
