The administrative accountability system has developed rapidly since the outbreak of SARS in 2003. The local government has enacted some policy and the central government has also issued some documents, which all contribute the development of China's administrative accountability system. At the same time, a large amount of literature about it pour out. However, as it is the first time for China to implement the administrative accountability system so extensively, there are many problems existing in it, which can be shown both in the theory and the practice of administrative accountability, like the diversified idea about the subject and object of administrative accountability in the theory field and the practice one and the lack of a nationwide administrative accountability.It is very beneficial for the implement and development of China's administrative accountability system to get a clear understanding of the subject and object of the administrative accountability, to find the problems existing in this system and to put forward some useful countermeasures. The implement of this system can help to diminish administrative decision-making fault, to lower the administration cost, to establish public service oriented and accountability oriented government, to dissolve social contradictions and to establish a harmonious socialist society. It is also advantageous for the improvement of the quality of civil servant, the ability of the administration efficiency and the social management and public service ability of the government.The first part of this paper analyzes the connotation and the theoretic basis of administrative accountability system, especially the object and subject of administrative accountability and the procedure of administrative accountability. The analysis of this paper is based on social contract theory, representative democracy theory and delegation and agency theory. The social contract theory explains that the power of the government comes from the contract of the citizens and citizens have the right to supervise the government. The representative theory aims at showing that the current democracy is representative democracy instead of pure democracy, therefore, the public and news media have no right to preform direct accountability to the object of the administrative accountability while the involvement of delegation and agency theory is to prove the information imbalance between the government and the public, therefore strengthening the publicity of the government information and the social supervision.The second part analyzes the current situation of China's administrative accountability and the existing problems. This paper believes the followings are the existing problems in China's administrative accountability: the uncertainty of the subject and the object, the lag of the laws and regulations and the opacity of procedure of the comeback of the Principal Officials etc.The third part puts forward some ways to perfect China's administrative accountability, to get clear the subject and the object of the administrative accountability, to strengthen the procedure of accountability and comeback in oder to decide the quality of the officers, to reinforce the supervision of the power which includes the publicity of government information and the supervision from the citizens and the media.Finally, the paper gives the conclusion.The new findings of this paper is the analysis and the conclusion of the subject and object of the administrative accountability and the statement of the comeback of the Principal Officials, which have no been stated by the scholars.
