Structuring responsible government is the target in China’s administrative system reform. During the process of pursuing the responsible government, we should strengthen the responsibility consciousness. The concept of responsibility and reasonable norm which the Administrative accountability has structured could promote government staffs at all levels possess the highly sense of responsibility.Since2003, the administrative accountability has built in our country. From the central authorities to the local governments, they do a lot of efforts to intensify the force of accountability, therefore, there are great achievements have been accomplished. But there are still some problems exits in China’s administrative accountability at present, such as accountability cultural lag, unitary subject of accountability, narrowness of accountability range and the opacity of accountability procedure. All of these are the obstacles in benign implementation of administrative accountability in China. Therefore, it is very important to structure a full set of scientific, reasonable and effective administrative accountability system.This thesis analyses the problems which exist in accountability culture, accountability subject and object, accountability cause and accountability procedure of China’s administrative accountability system, and makes a special research in American administrative accountability system. In present research of American administrative accountability system, more attentions have been paid in the power accountability, the internal accountability of government, the judicial accountability and the electorate accountability. This article systematically concludes the four mechanisms. Based on these, it also expands the analysis of explanatory accountability and resultant accountability, and makes a comparison between Chinese administrative accountability system and American administrative accountability system to refine the enlightenment to the administrative accountability system of our country. Although there are a lot of differences between China and America in political, economic, cultural aspects which decide that we could not imitate American administrative accountability system too totally. Yet, there is one thing undoubtedly, during the process of carrying out the administrative accountability system, both China and America have the same object, that is to built a more transparent and responsible government. Thus we could take examples from the valuable experience of American administrative accountability system selectively. Finally, it combines the present implementation situation of China’s administrative accountability system, and furthermore pertinent proposes the countermeasures to perfect the administrative accountability system in China. In perfecting countermeasure, this paper, on the one hand, stresses in the research of the building of Chinese administrative accountability mechanism for returning, which mainly has some analysis from the aspects of the situations, time limits, position and procedure in administrative accountability mechanism for returning. On the other hand, it pays more attention to build an all-around administrative accountability system. It is an effective supervision for our government to deepen the resultant accountability of administrative accountability system which based on the performance evaluation.
