On The Current Situations Of The Chinese Administrative Accountability System And The Solutions Of Its Problems

To carry out administrative accountability can control and supervise the public power more effective, and it is an important measure to advance the reform of government and make a responsible government. Since the so called "storm of administrative accountability" which began in the battle of SARS, in just a few years, the administrative accountability system in China has gradually been normalized, institutionalized, and its positive role has aroused widespread concern. But the fact is that, at present, the administrative accountability system in China is still at the beginning, there are many problems. In general, administrative accountability lacks the legal authority, unity, concrete operability. In the process of implementing, the problems such as single subject of accountability, narrow accountability scope, lacking accountability procedures, missing comeback mechanism and so on, have seriously hampered the implementation process of the system, hindered the expected effect, and even produced some negative effects. Therefore, it is significant for a better construction of the democratic politics in China to deeply study the administrative accountability system and its development process in China, seek the reasons of the problems in the system and find the ways to improve the system to suit the Chinese situations. The writing purpose of this paper is to analyze the actuality in current administrative accountability system, and then give the feasible suggestions. Hoping it can help to improve the system. The paper did a detailed study about the concept, theoretical foundation, principles of administrative accountability, and introduced the administrative accountability system in French, German, Hong Kong and other countries and regions, and then found out the current problems with the methods of historical review, data statistics and case analysis. The ways to improve the administrative accountability system are to divide the public powers and responsibilities clearly, to extend the scope of accountability and to improve the standards of accountability, to strengthen allogeneic accountability and perfect the accountability procedures, to establish a reasonable revival mechanism and train the public with the accountability culture.
