With the conversion of planned economy to market economy gradually since 1978, economic structure demonstrates pluralism, it follows that labor relationship take a great change. All of these result in instability factors increasing in labor relationship; number of labor disputes gradually grows. Under this background, the collective bargaining system is paid more and more attention. But at present it is still at the fumbling stage, the collective bargaining system has not finally established in China.This essay use the Game theory, through analyzing the benefits of employers and workers in the Game, as well as Government objective function, studied the system formation mechanism of Collective Bargaining System. Then with Suzhou's case to verify the system development process, try to find out the obstacles.This article believe that balance of power between employers and workers, government objective function in different areas and different period have a great impact on formation mechanism of Collective Bargaining System. Considering Suzhou's case, period of transitions, traditional way of system change of China, the article draws a conclusion that government pushing to establish the system to satisfy the needs from bottom, fundamental Union changing from passive to proactive, strengthening worker's rights, Labor Security Supervision, active superior Union are in favor of formation of Collective Bargaining System.
