"De-Capacity" is the top task of China's five economic tasks in 2016,like the reform and restructuring of state-owned enterprises,the core issue remains the problem of employee diversion.It can be said that "De-Capacity" is a key step in the transformation of China's economic system.It is the core campaign of supply-side reform and the key to the further sustained and stable growth of China's economy.Employee resettlement work is the key to the success of "De-Capacity".It is very difficult to resettle workers in state-owned enterprises,and it is endowed with special characteristics in the context of "De-Capacity".The initiative and administrative nature of "De-Capacity" highlight the status of reform costs for employees of state-owned enterprises.The placement of employees of state-owned enterprises is a complicated proposition involving social insurance,labor relations and economic management.And because of the historical and institutional factors,it also needs to consider the particularity of state-owned identity,the complexity of government positioning and the weakness of mediation organization.After historical research,this paper concludes that the government treat resettlement problems in historical issues removal mechanism,the specific legal system construction,the administrative intervention mechanism,supervision mechanism and the mediation organization function display play a common problem.This paper firstly defines the concept of "De-Capacity" in China and the main connotation of employees' resettlement in state-owned enterprises,and briefly introduces the relevant theories of government's positioning in the labor relations of state-owned enterprises.Secondly,this paper finds out the particularity of the "De-Capacity" background by analyzing the case of "De-Capacity" worker placement in Jinan iron and steel group.The role of the government in the production capacity adjustment of Jinan iron and steel group and the workers' resettlement work is summarized.And points out that the government put work in "De-Capacity" of state-owned company worker exist in the state-owned enterprises lack of specific legislation,to capacity employees benefit compensation mechanism is not sound,lack of state-owned enterprises staff of public vocational training capacity planning and capacity to union problems such as the relative absence of state-owned enterprises.Finally,in view of our country government in the treatment of "De-Capacity" of state-owned company worker resettlement of existing problems,puts forward the government should be in perfect in view of the particularity of state-owned enterprises laws,regulations and judicial mechanism,improve the production capacity to employee allocation of state-owned enterprise benefit compensation mechanism,perfect to the capacity of employees of state-owned companies in targeted public vocational training service government legislation,systematic training and support and strengthen functional aspects such as strengthen the work of trade unions,promote our country "De-Capacity" of employees of state-owned companies and resettlement work smoothly.
