The up-down land reform in Russia, promoted and consummated by Russian laws, ceaselessly examines the feasibility of the laws and at the same time helps to adjust the insufficiency of the law system. The achievements in the reform of Russian land privatization provide an opportunity of research for this article. On the basis of exploring the historic evolution of the system of land ownership in Russia and of the private land ownership of Russian citizens and legal persons and summarizing progresses and achievements of the reform in the privatizing ownership of the land in new Russia, this four-chapter article detailedly analyzes the contents, the achievements and the insufficiency in the reform of land privatization in Russia from the prospect of law, hoping to provide some important enlightenment to our country land legislation.The land ownership system , closely related to China's problems about "agriculture, countryside and farmers" is not only important but one of the hottest topics under the China's current national condition. China and the Soviet Union and the new Russia have a very similar past. So an in-depth exploration and analysis of the laws about the ownership of private land in Russia can provide a theoretical reference for building a system of land ownership suitable for China.In the Russian history, the village community, known as "the Russian spirit", being the farmers' main production and living place, met the basic subsistence of the farmers, meanwhile strengthened the farmers' anaclisis to it. Gradually becoming an obstacle of Russian agricultural and rural modernization, the system of the community villages owning lands was the main target of the previous land reforms, to some degree, however, it dispelled the significance the reform of the new Russia's privatization of land ownership demonstrated due to the historical inertia of the community village's culture. In 1991 Russia began to practice the reform of the privatization of land ownership, but only from 1999, its agricultural economy began to recover gradually after paying the extremely painful price and the grain output began to grow quickly, which means the achievements of the privatization of land ownership. With the deepening of the reform, various department- laws unprecedentedly strengthens the protection of the citizen's land as a private property. However, in view of the attributes of the land as a resources and a property, Russia's land legislation has presented tremendous changes, including that the land has been stipulated as a natural resource and an immovable property at the same time. Therefore the Russia's land legislation not only protects the landholder's lawful right, simultaneously entrusted the landholders with the duty to protect the land resource. The advancement of the privatization of the new Russian land ownership is irreversible, and the law's protection of the land as private property will not bring to a stop, but there should be proper restrict to the right of private land ownership.Following the principles of combining history and theory and making conclusion form history, the article adopts the methods of historical narration, the analysis method, system research techniques research method and the method of empirical research and so on.
