System Dilemma And Government Reliability

Government reliability is the public's trust or cognitive degree about the formulation of government policy and their scientific and democratic implementation.It reflects the quantitative composition and the effectiveness of the government's credibility.Credibility of the government, which can enhance government reliability,is the foundation of governmental legitimacy,as well as the vitality.However,the government' credibility is declining all over the world.At present,this problem has been put on the governance agenda of most countries.Basically,the Chinese government's credibility is high;especially the central government has earned extensive trust and support.But the deep contradictions and issues emerging from China's transitional stage highlight various problems of the government itself,weakening the credibility of the governments at all levels to some extent. The report delivered at the Seventeenth National Party Congress emphasizes again we should perfect the system of keeping the public affairs handled openly,and uplift the transparency and credibility of government work.This means that the Party pays great attention to the urgent situation of building up the government's credibility.The elements affecting the credibility of the government vary,but the most important one is still the defects in administrative system.Therefore,to look into the government's credibility from the angle of system dilemma is not only the practical needs of the theoretical study on the government's credibility,but also the urgent demand for its practice.This paper tries to analyze the deep factors affecting the government's credibility from the perspective of system dilemma,then put forwards the administrative system which will enhance the government' credibility.The author not only examines some relevant theories about-the system and government reliability,but also analyzes the main factors which influence credibility of the government in the decision-making.Those are lack of publicity on value orientation,lack of science on decision-making targets,lack of democracy on its process,lack of stability on its results,and lack of normalization on its supervision.The problems in administrative accountability system and information disclosure system undermine the credibility of policy,responsibility,and information. Imperfect supervision system leads to public power corruption, management inefficiency and responsibility inadequacy,which seriously affects the reliability of government.After analyzing the dilemma and influence of the current decision-making system,the execution system and the supervision system,this paper suggests some solutions to the above mentioned problems:to reform the current decision-making system to promote the credibility of the government;to create a new administrative execution system to enhance the credibility of the government implementation;to perfect the supervision system to improve the credibility of the government supervision.
