Research On The Management Model Of Municipal Crisis In China

Along with the current increasing urbanization in China, the cities in China has entered a period that crisis happens frequently which is not a status of stability. Facing various municipal crises, it shall be seriously dealt with and resolved during the municipal crisis management that how we should innovate and develop the management model in respect of municipal crisis and how we should upgrade further the capacity and level of municipal public crisis management.From the actual situation of the management in respect of municipal crisis in China, this paper focuses on the successful experience and shortcomings of municipal crisis management models in China and foreign countries. In addition, basic theories and methods in crisis management are used and a basic proposal is raised which is"government leadership,comprehensive conformity and sustainable development"of the municipal crisis management model in this paper.This paper is divided into four chapters. Chapter One: the research of basic theories, including the comprehension and the elaboration in the concept of crisis management etc; Chapter Two: the comprehensive analysis of municipal crisis management models in foreign countries and implications of their application in China; Chapter Three: analyzing intensively the current status of the management model in respect of municipal crisis in China, the changes it faces and the problems thereof; Chapter Four: raising the basic municipal crisis management model in China and the chief proposal of the concert construction of the model. "government leadership,comprehensive conformity and sustainable development"of the municipal crisis management model is practical and operative ,which is according to the theory of crisis management ,use foreign experience for reference and link the character of China cities. This model raises that founding and perfecting the united decision-making commanding system of municipal crisis management, the all-sided reactive linkage mechanism of municipal crisis management, the perfect legal system of municipal crisis management and the sustainable developing safeguarding system of municipal crisis management. This model tries to combine each part of municipal crisis management, each form thereof, each message thereof and each sort of source thereof, in order to realize the normal and long municipal crisis management."government leadership,comprehensive conformity and sustainable development"of the municipal crisis management model in this paper is just exploration and discussing in theories. With the limitation of my capacity and researching time, there are a few shortcomings in the topic research. Only raising the basic proposal of the municipal crisis management model, this paper doesn't raise the detailed practical ways of upgrading the capacity of the municipal crisis management. However, the ideas and viewpoints in this paper are original and beneficial to the municipal crisis management in China.
