The Research On New Leading System & Running Mechanism After The First Centralized Change Of Local Party Committees

From the beginning of April 2006 to the end of 2007, the all party committees at all levels throughout the country have firstly carried out the centralised reform.The reform was carried out on the match of the leading groups, mainly in the declining post number of the deputy party secretary and member of standing committee, expands the part-time jobs between the party committee and local government, to optimize the age structure of leadership.According to the new situation the local party committee is facing after the centralised reform, the article links the new requirements towards the leading and running system after the local party centralized change, guiding by the scientific development concept, focusing on enhancing the governing capability of local party committees, giving the full play to the party committee at all levels to comprehensively implement the scientific development concept and playing the core leading role in building a harmonious society.
