Research On Health Service Mobilization Of Non-war Military Operation In Our Army

Non-war Military Operations and national immediate response to emergent crises are inseparable.Emergent crises,which happen suddenly and may result in a great deal of social damage,include natural disasters,accident,public health events and social security events.When emergent crises happen,they usually have a considerable bearing on health of man,stability of society and development of economy,and lead to huge consumption of human,material and financial resources.In order to prevent and reduce the occurrence of emergent crises,and to control,relieve and eliminate damage caused by emergent events, the PLA,the CAPF and the Militia have an obligation to participate in rescuing work which mainly include the disaster relief operations,the UN peace-keeping operations,anti-terrorism action,immediate response to emergent public health events,ect.In the long run,immediate response to emergent crises carried out by armed forces is an essential mission of army.The mobilization of non-war military operation is defined as operations that the army make fully use of all kinds of the resources efficiently such as material,finance,technology and information,and change the normal status to crises status in order to take part in the emergent rescue.Whether an operation in response to emergent events is efficient is determined by the national mobilization ability.Consequently,how to strengthen the ability,enhance the efficiency and mechanism in immediate response to the emergent crises is a new mission of our army.And this is also a significant task about how to enhance the fighting power and to exert our military functions in the new times.Health service mobilization of non-war military operations requires that the army use the resources rationally as equipment,drug,health facility in peace period,and take proper measures to reduce the casualty.It is a growing category of wound,a decreasing time of first aid,an increasing quality of technology,and,therefore,the military health service department as well as the local government must concertedly take the mission of emergency rescue.The mobilization of the military health service has an indispensable effect on physical health of armyman and increasing the battle effectiveness.It is not only a guarantee to reduce the death of wound in emergent crises,but also a way to cooperate with Chinese people in emergency rescue.With the unprecedented revolution of worldwide military affairs,and the improvement of national economy,culture and society,it not only provide a great opportunity but require higher ability of health service mobilization.To resolve the problem that the ability of medical support does not adapt to the mission of our army,and to fulfill the target that the army constructs a new type of health service thoroughly,now the army is improving the reform of health service as integration of medical support,socialization of medical support method and informationization of medical support way.Recently,there are a variety of characteristics about medical support,so it is significant to reform the mechanism of medical suport,and to enhance the ability of medical support.The innovations of this article are as follows:First,introduce the status of health service mobilization in emergent crises, for example,regulation construction,institutions and operation.And put forward the drawbacks and results of innovation.Second,formulate the characteristics of non-war military operation in new period,and bring forward the requirement of health service mobilization by introducing "atypical pneumonia" and "earthquake relief in WenChuan".Third,make a summary about advanced equipment,information system,professional medical care troops applied to foreign armies,and learn how to develop the mechanism in health service mobilization by comparing immediate response in "9 ? 11" terrorist attack,"Katrina" hurricane and earthquake in Japan.Lastly,put forward the suggestions to improve health service mobilization in response to emergent crises in non-war military operation.
