Public Participation In Government Performance Evaluation

With the goal of improving the performance of the government departments, the government value its reform based on the performance evaluation which is widely considered to be the effective measurements to achieve the improvement of its performance. Establishing a scientific assessment system of government achievement is actually a very important method to perfect the administrative management of the government that ensure it to implement its functions. Since 1970s, the government performance assessments has raised globally, with the deepening of China's reform and opening up, deepening of the reform of the administrative system, and facing with the background of information disclosure, transparency as well as the democracy of the society, the public's demand for participating in the government affairs is becoming stronger through many typical events such as Xiamen PX event,. Jocie Guo incident and so on. In 2007, the concept of democracy that the public can participate into the government affairs had been attached to importance on the 17th National Congress of the Communist Party, President Xi Jinping emphasized on the national organizing meeting that evaluation measurements should be improved, development as well as basic foundation are both important, and the content of the evaluation should be the criterion and achievements on improving the standard of living, improving the development of the society, and the ecological benefits. The series of the changes means the change of the traditional value of "the decisive GDP", and it symbolizes that as a common public need in the changing society, the public's participation into the government affairs has begun to be noticed and responded on the layer of regime. In the mid 1980s, under the background of the rapid development of science and technology, and globalization, aiming at the problems of National fiscal deficit, and the public's losing confidence on the government for providing a high qualified and effective service, many governments in western countries adopted reform measurements about government performance evaluation with the criterion of being responsible for the public and the customers. These measures, at that time, provided a new perspective for the research of the government reform practice and public management. And they are with great significance as reference for Chinese government to adopt effective management policies so as to solve the government management problems and improve the government management ability under the condition of the globalization. Even though China has begun implementing the government achievement management since 1990s, how to reflect the power of the public is still a problem needs consideration in assessing the government achievement.The issues occurred during the implementation of Pixian County's government achievement assessment during which the public participated have certain common features in local governments in China. From the perspective of the implementing department of the performance evaluation, and based on the social research methods like document research, empirical approach and comparative analysis, this paper introduced the performance evaluation mode which is with the participation of the public, including its features, the current various forms in domestic as well as the existing difficulties. By analyzing the relevant causes, this paper attached the importance to the analysis on the government performance evaluation system in Pixian county, taking the examples of the satisfaction evaluation of the public service, livelihood evaluation and others that are with the participation of the public, puts forwards that a more scientific way of participation and a criterion of regulating the participating organizations should be provided, and the proportion of the public scoring in achievement assessment should be increased, at the same time, relevant information should be updated promptly, thoroughly and transparently.The paper is divided into five chapters. In the first chapter, the concept of public's participation into government performance management includes its background both in and abroad, meaning, research methods and basic frame, as well as the innovative significance are presented. The second chapter introduces the theories of the new public management system which organized together by the public as well as the government, including the theories of the new public management, service, democratic administrative and the government's response. Taking Pixian County as the example and from the perspective of the implementation organization of the government performance management, the third chapter analyses the general situation of the Pixian government performance management system, the difficulties and reasons of the public's participation into government affairs, and put forward relevant suggestions; In the forth chapter, the critical parts of the government performance evaluation, such as the public service satisfaction evaluation, the organization and implementation of the people's livelihood projects, and the third-party evaluation, are analyzed in great details. And specific suggestions are put forward based on the deep analysis and study of the evaluation subject, the implementation process, the proportion of the score and the application of the research results. Finally, strategies as well as suggestions are presented.The problems occurred in the implementation process of the government performance evaluation in Pixian County are somehow common in the local governments in China. But it can not be a perfect mode. This paper, standing on the point of the implementation organization of the government performance evaluation, concludes that more scientific forms of the public's participation into government management, and more normative organizations, and the proportion of the public's grading in the evaluation assessment are needed greatly, and it is necessary to promote vigorously the degree of opening information timely, comprehensively, and transparently.
