Water Management Functions And Re-construction In Chinese Local Government-Take Changchun As An Example

Since the reform and opening up, economy in China has grown by leaps and bounds; the people's living standards improve continuously. The original word "water conservancy" changes to the word "water affairs" by the development. It is an integral part of important functions in government public service, and received increasing attention. The article start to analyze this new word "Water utilities "by the vocabulary, integrated water management function system in our country at this stage of development and actuality, analyzed and referred western and domestic advanced water management model, combined with the actual situation in water management in Changchun City, based on water management practices, and proposed some reform for China's water management function re-construction in local government.The main research methods: Comparative Study, in this paper, water management model at home and abroad through research and comparison. it provides some reform ideas of the water management functions for Changchun city as well as our country's local government; combined with theoretical study and actual cases, this paper introduces the new public management theory and public choice theory and other Western management theory in brief for construction of water management functions in the process of guiding role, integrated with Water management model at home and abroad and provide some useful inspiration, it offers some realistic guidance for water management re-construction functions in China's local government.
