The Service-Oriented Government Study On Evaluation Index System

Building a service-oriented government is the world wave of administrative reform.Since the seventies and eighties of the 20th century, Governments around the world have to shape and build a service-oriented government as the main objective of government reform.The establishment of a service the people, serve the community government is the Chinese government's long-term strategic goal of reform ,and is also the way to change the functions of our government established model. However, the practical implementation also has a lot of problems.The establishment of a corresponding embodiment of a service-oriented government model assessment index system of government as the matching concept can promote the creation of the government.In this paper, service-oriented government based on the contents and characteristics of the study and definition of the scientific development concept for the theoretical foundation, in drawing the United Kingdom, the United States, Korea and other countries, the Government to assess the indicator system based on design experience, in view of the current service-oriented government evaluation index system the existence of various problems and shortcomings, has designed a line with China's national conditions and local service-oriented government to implement the actual situation of the evaluation index system.The evaluation index system use the economic development, democracy, administrative costs, fair and impartial, level of education, livelihood, public safety, the environment, the provision of public services, social security, community development and independent innovation as the 12-level indicators. At the same time, in our evaluation of the implementation of the system, from the "Government Performance Assessment Law," to establish the condition of our country in line with the government accounting system, standardize the assessment of the main indicators, the establishment of the assessment plan and assessment report, and improve the system of government audit made recommendations and countermeasures.
