At present,Chian is going on the social transition,which matches to the phase with frequent unstable state in the social development history, All kinds of contradictions and crises are appearing and it has influenced our politics,economy and society.Under the globalization,the circumstances around us are turning to be more uncertain and the crises in international community also spread its influences to Cina easily. Therefore, strengthening of crisis management at all levels of government is an urgent task. Multi-agency and co-ordination mechanism is an important and complex component of the government crisis management system . It is the need to adapt to the new situation and improve the capacity of public crisis management system to build a full-featured, well-equipped, peacetime needs with wartime needs, easy to organize and direct linkage of, the effective integration and to play various aspects of social resources.Based on the basic theory of multi-agency and co-ordination mechanism in public crisis,this article compared the multi-agency and co-ordination mechanism situation of the United States, Japan, Canada and the Russian and pointed out the current situation and the plight of multi-agency and co-ordination mechanism.Finally, based on the development situation of China's public crisis management and under the guidance of foreign advanced mechanism, the article established an analysis framework of public crisis management,which included three perspectives of the public organizations system, public crisis management life cycle and the type of public crisis,and explored the optimal path of multi-agency and co-ordination mechanism. Administrative concept and the evolution of institutional structure influence the public crisis management.The pattern brought up in the article is nothing but what needs to be improved in the practice. All in all,the development of the topic calls for the endeavors of all circles.
