The Study On Endogenous Mechanism Of The Rural Public Cultural Services In The Western China

During the historical course of structuring the harmonious society and the socialism new countryside, rural public culture service has already become an important topic about the civil rights and the peoples' livelihood which must be paid close attention to extensively, and more important, as for the China at the period of society transition and government reform, that's also a topic of fostering public spirit and reshaping governmental functions.Theoretically speaking, the theory of the New Public Service,Governance theory and New Institutional Economics play the important parts in understanding the deep meaning of rural culture and the peasant's role in the rural culture development. Realistically speaking, the lack of public cultural nurturing endogenous mechanism in the western rural areas lead to the absence of foundation for the survival and development. The current situation and predicament of the western rural culture service require government to renovate the developing thought. In the long run, it is not enough that rely on the Government's efforts on the construction of public cultural services in the rural areas, we must integrate endogenous and exogenous mechanism, take the way combining mandatory transform with inductive transform to fully cultivate and motivate peasant to participate in building the capacity of public cultural.By many methods such as interview, social reseach, positive reseach dosuments and comparative reseach, etc, this paper gives a deeply reseach and discuss to the western rural culture service development situation and development strategy. At first, this paper analyzes the connotation of public cultural service and theory basis, summer up the rural public cultural concept of endogenous mechanisms, then the paper analyzes the development of public cultural in the western region of our country, points out the existing problem during its development and sets out the necessity and feasibility of construction of endogenous mechanism that the western rural public culture, and on this basis, this paper proposes institutional arrangements and the realization of the pathof the western public culture endogenous mechanism based on the actual western rural areas.
