Research In Rural Mountain Areas In Western Guangxi Public Service Community Issues

In 2006 China to cancel the agricultural tax, the rapid growth of demand for rural public service and to weaken and the township government’s public service function and public products and service supply shortage, become the main contradiction of the rural grass-roots governance. The Sixth Plenary Session of the Sixteenth CPC Central Committee put forward to accelerate the construction of rural communities "concept, new rural community construction in the new rural construction content specific, image more clearly scientifically answered how to build rural, problem of how to construct the countryside. Rural public service community can guide the multi community governance, achieve the effective allocation of public resources, help to achieve the integration of urban and rural public services.In this paper, the west of Guangxi County of Tianyang as an example, introduced the Tianyang county "farming village" service mechanism, "a township office three center" institutional reform, "Farming Joint handling" and other successful practices, using the new public service theory, the theory of governance tools, using the method of literature research, empirical analysis, on-the-spot investigation of Tianyang county "village farming" service mechanism of the cause, the main mode of operation, and analyses the achievements and problems, through the analysis reference of domestic and international experience, aiming at the existing problems and farming village in West Guangxi area, how to further develop the farming village mode, and puts forward some suggestions to deepen the rural public the process of community service. This paper is divided into five parts:the first part, mainly elaborates the development background of the topic of social development, national policy changes and rural public service community, why to Guangxi, western rural public service to the community. The second part, the main elaboration of rural public service community related concepts and theoretical basis. The third part, analysis Tianyang County farming village of public service in rural communities operating mechanism present situation, analysis of the operation mechanism of Tianyang County public services in rural communities of "farming village" and the reasons for the problems. The fourth part introduces the practice experience of the domestic and foreign public service community, and provides the reference for the further development of the rural public service to provide practical experience for the further development of rural public services.. The fifth part is the ideas and suggestions of the rural public service community development in Western Guangxi region.. Using the new public service theory, governance theory and so on to propose the strategy of rural public service community development in Western Guangxi.
